PowerISO software can be used to install windows OS using pen drive.

Procedure:
Download and install the software, run the software as administrator. You can continue with unregistered version itself to install the OS.
Now select the source image file - Windows OS ISO image file and select writing method as USB-HDD, destination USB drive as pen drive, click on start to continue the writing process. Writing will complete within 10 mins.
